Static lights not working in VR project (Lumen should be disabled)

I am trying to add static lights to my scene. I made sure my static meshes are on UV channel 1 and have Generate Lightmap UVs set to true.

When I add a light, it shows on the meshes, but when I build the lighting, everything goes dark.

I read that lumen does not use static lights, but then also lumen is not enabled for a VR project.

What is going on?
