Summary
I wanted to place Spire Spike on a secondary Landscape or on some props, but it always spawns below everything that is above the Z position of a primary Landscape at specified X and Y coordinates when I start Edit Session or Private Session. Only when I end a session and start it again, it is working correctly and Spire Spike spawns at its correct position (X, Y, Z).
If I place Spire Spike on a primary Landscape, it is OK immediately without any issues.
I tried to attach Spire Spike to some prop, but it didn’t fix it. Then I tried to teleport or move that prop with attached Spire Spike in Verse, but it also didn’t fix it.
I tried to Despawn or Destroy Spire Spike and then Spawn it again via Verse or via Direct Event Binding, but it didn’t fixed it either.
I think that I tried all possible settings of the Spire Spike device itself and also of a prop below it and to which it was attached to that could have an effect on this, but without a solution.
I didn’t tried it for a published version, but because it should mimic the Private version, it would be probably the same with the difference that in Public version there is no option to just end a session and start it again like it is possible with edit/private version, so the Spire Spike would be forever non existent in a session.
So because of this I can’t use this device as much as I would like to, because it will spawn only in specific positions directly on the primary landscape
I verified this behavior at 2 different maps that have different settings.

Steps to Reproduce
Place Spire Spike device anywhere else then directly on the primary Landscape.
Expected Result
Spire Spike spawns at a position (X, Y, Z) specified in the editor.
Observed Result
Spire Spike spawns below everything at the height (Z) where is located primary Landscape at specified X and Y coordinates. For example if you want to spawn it on some cliff above the Landscape, it will not spawn on the cliff, but below the cliff. And if you have some areas made with secondary Landscape, it will not be usable there at all.
