SPherical projection of skydome inmage onto arbritrary geo


I want to use the skydome image to project (from say 0,0,0) the dome image onto 3d geo in my scene

For example…say I have a dome with a road and some buildings on it, I want to project onto somple geo that represents the road plane and those buildings in 3d space

Its basically like a cube map projection as skydome uses, but the projection is always from 0,0,0.
If you use the material from the skydome, it shows on the geo, but reacts to player movement like the sky dome. I neeed the texture to stick to the geo.

I intend to move a little bit inside the play area near the origin, but not a huge amount, so the dome projected onto blocking geo should provide enough parallax.
