Spatial and Temporal Sample Count affecting lighting exposure? Help!

Hi,

I’m currently experimenting with CVARS and render settings for the best cinematic render possible and I am encountering a problem in a scene.

My volumetric on the lights are cranked up.

This is a basic render with no SSC or TSC.

With any amount of SSC or TSC on TSR or AA Override to None it gives a result to this:

Has anyone encountered this? Could it be a camera setting? Continuing to debug but if any1 has a clue that would be super helpful. Thanks!
