sound_component, VolumeBase doesn't change volume, Release 39.20

Steps to Reproduce

Create a sound_component
Add it to an entity
Change the VolumeBase to any value such as 0.0 or 0.5
Listen to Result in game

Expected Result

Volume of sound_wave should sound not be playing if at 0.0 or sound queiter if at 0.5

Observed Result

Volume sound is the same volume original sound_wave
