Thank you for your answer! You`re right, something is wrong …so i tried again.
i builded Unreal from source, than i made a new Project wit c++ classes, than i closed visual studio (unreal editor didn`t opened). .
than i switched uproject to build version. Visual studiofiles where generated than.
than i opened the project in visual studio. Build with Developement Editor, than with Server Editor.
In Binaries-Folder the *Server.exe apeared.
I packaged the app in unreal and copied the *.exe in the Binaries-folder.
i started the server.exe with -log.
Now i Packaged Program again (Unreal source code build…with launcher i choosed my Project) …and get this error in Log-Window (in Editor):
