Summary
This is a weird one - when you pick up a downed player and throw (!) them and they die before they land, they will become immune to the shove item.

Get a knocked player, check that you can still shove them

Pick them up, throw them into an elimination volume, wait for them to respawn

Attempt to shove them

Player gets shoved
