Summary
When using the Damage Amplifier, all weapon types receive the intended damage multiplier except shotguns. This appears to be caused by a max damage cap applied specifically to shotguns, which prevents them from benefiting fully from the amplifier effect, making them feel weaker compared to other weapons during boosted damage scenarios.

Steps to Reproduce
-Place a Damage Amplifier device
-Edit the Damage Amplifier with a multiplier (e.g., 4x or higher).
-Equip any shotgun (Pump Shotgun or Tactical Shotgun) and pick up the damage amplifier effect
-Shoot a test on guards or player using both weapons
Expected Result
All weapon types, including shotguns, should receive the full damage boost from the Damage Amplifier device. When the amplifier is active, shotguns should deal increased damage proportionally to the configured multiplier, just like other weapons.
Observed Result
Any non-shotgun weapon observed to have their damage increased.
The shotgun damage remains the same or hits a max cap, ignoring the full amplifier effect.
