In 4.13.1 it works on static meshes, but not on BSP Geometry or landscape.

I am like 90% sure that bump offset does not affect the collision of the asset it is applied to. So once you blow the material up to a 1:1 size, you wouldn’t be able to actually run around those generated islands, correct?

I can only see being applied as a background asset for say, a flying game.
