Shadow & Texture Flickering

Hello. New here. Making a VR ARCHVIZ. Having weird real time light rendering. Cinematic Scalability maxed out. Lighting quality: production. CPU 30%, GPU 20%, 40FPS.
This is without Steam VR turned on.

Lighting usually looks great but certain spots, the shadows will be clear and move 2 feet away and its a blurry dots appearing and disappearing. Also have sun blooming through 0.2 Meter thick walls [Sun Bloom only stopped after making the wall 5 METERS THICK]
