Since you are not using Nanite, and already tested virtual and regular shadow maps, please test the following in your project settings:

In Rendering > AA method, test with both TSR and TAA to deal with the shadow noise.

In Lighting, test by toggling “Affects Distance Field Lighting”

Please make sure your normals maps are properly setup and clean, to avoid shadow artifacts. Hope this helps!
