i have high powered lights with inverse squared falloff near rough surfaces. should i avoid this?
as soon as i turn off secondary occlusion everything goes fine.
So far I am not having any luck with recreating your issue, If you can I have attached a sample project with my setup, can you adjust the values to try to match your project and re-upload here (remember you only need to zip the Uproject file and the Content and Config folders this will help keep the zipped project file size small)

i am unfortunately not able to reproduce in your level.
i fixed it in my level by deleting the high powered lights and building another lighting situation, though.
when i encounter this problem again, i will let you know and will also deliver a project!
