I dont think they do that - the “glow” is a newer effect on the rendering pipeline, which prior was basically only avaliable using LPV (light propagation volumes).
To have it show up in a RT off a scenecapture you likely need to set it up the same way as the older engine.
OR, if they did get around to updating it, you probably have a setting to toggle that will allow capturing the emissive materials correctly/the same as the regular view.
However do consider other bottlenecks to the rendering, such as eye adaptation, or custom post processes etc which the scene capture may also be set to use; one of those is probably some fog like stuff which makes the halo render?
