Summary
Rocket Ram will still be subject to a cooldown even if ‘No Cooldowns After Use’ is enabled in island settings. This is a regression.

Steps to Reproduce
- Set ‘No Cooldowns After Use’ in Island Settings to True
- Equip and use Rocket Ram
Expected Result
You are able to immediately re-use rocket.
Observed Result
On attempting to re-use rocket a second time - ‘Still On Cooldown’ UI appears and you are not able to immediately rocket again. (However no timer above rocket icon appears)
