for me it is not working with the landscape. but i wanna confirm that this is known or just me.

Make sure underlandscape you have clicked edit landscape
Water plugin is giving me issues as well. This is what happens when I place a river or any body of water.

This is happening to me now too. And I have done everything to drag it down but its not working with or without landscape mode.
happens to me as well 
I also had the same to make river to fit the landscapes, but which is invisible when draging it to landscape level(or under landscape level) with the option ‘Affects Landscapes’.
I remembered inside UE4 it can been dragged under landscape level and affect the landscape, but UE5 release still is as UE5-early.
