First of all, welcome to the community! 
With those specs you should be really good. I don’t know what size your disk is, but assuming those specs, it should be at least 1TB, so you should be fine. However, I would recommend 2TB so you can dedicate 1TB solely to Unreal and the projects.

There are no right laptops for unreal. Small form factor PC, will be always cheaper than laptop, and faster.
Yes on paper some laptops may have same specs as PC. But you usually get mobile versions of GPU and CPU, that is why I wrote “on paper”. Even if it is exactly same GPU or CPU ie. full versions from desktops, they will always be underclocked. Because of THERMAL throttling. And esp. those cool looking thin laptops.
Yes i am ranting. I got about year ago some ROG asus tablet, specifically for unreal, to show my projects, and test builds for touch screen interface. And that thing after about 15min of running unreal editor gets so hot that CPU almost stops. Gets even worse when i try to charge its battery and do anything.
