Render scale seems to be 50% by default?

It seems that my viewport in the editor as well as compiled games running in their own window are only rendering at about 50% of the actual scale. Setting the resolution does not seem to affect this as it just changes the size of the window. On a 4k screen it appears to be 1080p upscaled. I’m still learning the engine and at one point I was able to adjust the render scale to 200% and that made it appear to be true 1:1 pixel values. 100% render scale of 4k should be 4k instead of the blurry mess I’m creating. 200% doesn’t seem right but I can’t seem to find this setting now. I need for that to be the default for my project. How do I go about doing this? I’m clearly not understanding something important… help is appreciated.

Note the blurry edges like it’s not rendering at 1:1
