Regression since 41.00 of being able to click on an item in the outliner to change the name

Summary

Before 41.00 it was possible to click on an item in the outliner and change it’s name without right clicking to edit it or hit F2 to change it. This stopped working for a few versions a ways back then fixed again and now broken.

Steps to Reproduce

Try to rename an item in the outliner by clicking twice on it

Expected Result

should be possible to rename immediately as it goes in to edit mode on the name

Observed Result

does nothing
