I believe I’m dealing with a really persistent software issue. So for a while I had an issue with getting refraction to work until I found out that I was using 4.5 instead of the 4.6. I downloaded 4.6, opened my 4.5 project through it, chose open copy, and refraction finally worked. When I reopened the project file later (I had to close it because of some glitch where the particles suddenly lagged and got really choppy) refraction no longer works for some reason. I tried reopening the 4.5 project through 4.6 again, but the refraction still does not work.

Engine Scalability Settings are probably to blame here. Check to make sure that everything is set to EPIC.

I had trouble finding this button. If anyone else is having trouble finding it, you’re looking for the stacked Gear icon, located on the top bar between Marketplace and Blueprints (by default.)
I spent 15 minutes looking in Project Settings and Editor Settings before realizing my mistake.
