Recreating Portal 2 Fizzler

Hey there! I’m struggling with the creation of a material similar to this one:

I’m trying to achieve the flowing effect and the appearing and dissapearing lines.

I found this post on a forum, but it’s for Source engine and it just tells how to customize the effect, not build it from scratch:

Any ideas?

There’s a paper on it on Valve’s website, but you’ll need good technical art skills / material shader knowledge to be able to recreate it.
