Raytracing Translucency Refraction Is Not... Translucent

I want to make a transparent plane with a circle on it. Half of the circle is fully opaque and the other half is 50% opaque. Everything around the circle is black in my texture so it should be fully transparent. RTX is enabled.

Why is the area which is black in my texture affected by a refraction which kinda zooms in? Why is it not invisible?
