RayTraced Global Illumination not working for me

Not sure what I am doing wrong. I have gone through all of the steps to setup Raytracing in 4.22 and 4.23. I have Raytracing turned on in the project settings and have Raytracing GI turned on in postprocessing volume in the screne but the scene will not light up. The scene consists of a couple of spheres a plane a postprocessing volume with bounds set to infinite and EditorSkySphere with a HDRI material mapped to it. Once I enable Raytrace GI in the postprocessing volume nothing changes. Emissive materials will not light the scene in Lit viewport but if i drop it pathtracing the scene lights up.

I have recreated the same scene in 4.21 VXGI 2.0. Once I turn on VXGi Diffuse in postprocessing volume the scene lights up which is what i was expecting to happen when I turned on Raytracing GI in 4.22 and 4.23.

what I am doing wrong?

Emissive surfaces do not cast light with RTGI at the moment - you have to use basic lights / skylight to light your scene
