What do you mean with “rain effect like light”? And also you’re using UE4 version 4.0.1?
Why not use a particle system?
You can make a rain effect in any version of the engine.
It’s not supposed to be available out of the box, this is a game engine, not a mod tool for some game.
You’re supposed to use the tools provided by the engine to create your own content.
