Thank you for posting in the community and sharing the video example. This is a common "issue" with Path Tracer and is typically because the sample counts is too high and potentially you also have denoiser selected.
For Path Tracer I recommend to have the following settings:
single images have denoiser ON, but for videos turn denoiser OFF.
