Publishing: new release gets "Limited" (rule 1.14) within ~2 minutes of submission, before any performance data can exist

Summary

Since 24 Oct, every new release of our island is marked “Limited” for rule 1.14 (30 FPS on all platforms). The latest release was rejected about 2 minutes after submission, which is too fast for it to have been measured on any platform. Release 1 was never limited, but Releases 2, 3 and 4 all were, even though each one improved performance a lot. It looks like the limit is tied to the island’s old performance data and is applied to every new release, whatever its content. That leaves no way to ship the fixes.

Publishing

Steps to Reproduce

  1. Island has a 1.14 limitation based on the live data of an earlier release (Creator Portal, 24 Oct: last-gen consoles 26.3% missed frames, Switch 21.3%).
  2. Fix the performance causes and submit a new release (Release 4, private version 3426-8999-4238, submitted 25 Oct 2026 14:16 UTC+1).
  3. The release is rejected / “Limited” for 1.14 about 2 minutes after submission.

Expected Result

A new release is evaluated on its own performance (or reviewed manually), so creators can ship optimisation fixes and get out of a 1.14 limitation.

Observed Result

The release is limited for 1.14 within ~2 minutes, before any player or device data can exist for it. The rejection only says “Content must work correctly on all supported platforms”, without saying which platform or which situation fails.

What changed between the limited data and Release 4 (all measured by us):

  • Island memory calculation: 84,851 → ~45,000 units. All custom Verse Scene Graph components were replaced by stock components (FORT-1149996: one custom component makes the whole compiled Verse count, ~141 MiB for us).
  • Spawn frame spikes found with the Spatial Profiler (PS5 Pro): moving pen creatures, now capped at 4 at a time island-wide. Frames over 20 ms at the spawn went from 13% to ~1%.
  • Arena on PS5 Pro: frames over 20 ms went from 7-13% to 2-9%. On PC: 150-176 FPS.
  • ~22-25% fewer pickup entities, HUD and menus reused instead of rebuilt, lighter particles and textures on Low/Medium, LODs and Min LOD on Low/Medium.

Platform(s)

All (publishing / moderation). Our tests: PS5 Pro and Windows PC. We cannot test on last-gen consoles or Switch.

Additional Notes

Creator Portal release statuses: Release 1 (24 Oct, 02:58 UTC+2): regional restrictions only. Release 2 (24 Oct, 15:49), Release 3 (25 Oct, 00:24), Release 4 (25 Oct, 14:16 UTC+1): all “Limited”.
We have appealed. Could someone please tell us which platform and which situation fail, or review Release 4 manually? We are happy to make any further changes.
