Summary
Players loading independently into my island are provided new instances rather than joining matches in progress, leaving them alone on an 8 player combat arena map.

Steps to Reproduce

Have one player load into island 6258-0672-8947

Have other players load into the island independently (not partied with the player from step 1)
Expected Result
Players from step 2 should be placed in the island instance with 7 of 8 available combatant slots remaining.
Observed Result
Players are given their own combat arena with no other players loading in at any point. All players and island stay in a “1/8” state where players are regarded.
