Public Matchmaking Issue in Creative Maps

Summary

When starting a public match in a Creative map, players can initially join without any issues. However, after some time, matchmaking becomes inconsistent. If a player outside the match attempts to join a public game, they may be placed into a new, empty session instead of joining an ongoing one

Occurs consistently in maps with low to moderate player populations.
Happens after the initial phase of matchmaking in a session.
Reproducible across multiple Creative maps.

Expected Result

Players selecting a public match should be placed into active sessions whenever available.
Matchmaking should prioritize filling existing lobbies before creating new ones.
Joining public games should not require being in a party with someone already in the session.

Observed Result

Players can join normally at the start of a public match.
After a period of time, new players attempting to join are placed into empty lobbies.
This issue mainly occurs in maps with lower player counts.
In maps with high player activity, new sessions are continuously created, masking the issue.
The only reliable way to join an active session is by joining through a party with someone already inside the match.
