I am having trouble downloading visual studio 2013 from the link provided because I am running a 64 bit version of windows. Is there any way around this short of re-installing a 32 bit version of windows? Maybe another compiler or IDE that I could use like code::block maybe?

Try to download the Visual Studio outside of the UE4 from this page:
Microsoft Visual Studio 2013 Community Edition It is runs well on any 64bit Windows.
After you have installed it, UE4 is detecting it automatically at next launch. So it has been happend on my machine.
I think you are safe with VS2013 Community Edition.
Don’t use VS2015, before UE4 team has anounced it to use it.
Since VS 2013 even the free version is supported so just download that and retry post installation.
Caribes is correct. Visual Studio 2013 Community should work perfectly fine if you download it from their website. The button that you’re attempting to use is currently experiencing issues with 64-bit systems and has been reported and fixed. The fix should be available in a future version of the engine and downloading Visual Studio from the website would be the best workaround in the meantime.

When do you think UE will support Community 2015 ?

I cannot speculate on a date but I can confirm that we are planning to support it. My best suggestion would be to bookmark this forum post as we will be updating it as soon as we start officially supporting VS2015.
Also, please post questions such as this to the forums instead of reopening an existing post.
