Problem surrounding replicating bone rotation

Hello all, I’ve been working on a multiplayer-shooter game for some time now, but have run into the problem that is when the player looks up or down, the spine pitches , rather than the camera so as to allow players to shoot above and below themselves, but my problem is that the spine bones being modified only replicate from server to client. Not client to server, or client to client. How do I fix this?
