Are you setting to the size of the PP component to a large size or setting it to be unbound and do you have another post process volume in the level?

Hi Eric. No post process in the level, I have tried multiple scales as well as played around with unbound unfortunately without any luck.

For testing purposes, set your Scene Color tint to red. This way you will know instantly if the PP is working. Next make sure that you have placed the BP in the level. Once placed in the level, the scene should go red immediately.
Can you confirm these steps for me?
no nothing. I checked to see if a standard PP in the level works and that works fine. Then created a new blueprint with just a PP to test and that didn’t work ether. So the issue def appears to be with the PP in the Blueprint.

Can you post the setup for your Post Process Component in the BP and make sure that your Engine Scalability Settings are set to EPIC and that Post Process Features have not been disabled in your viewport with the Show drop down commands.

Attached are the images. The engine has always been on Epic and all PP has been visible under the Show tap.

In your Make Post Process Settings Node, make sure that you have Checked True the Override bool commands that correspond to the areas that you are wanting to change. Also please make sure that the Unbound is checked true in the Details for your Post Process Settings.
