post process volume nested within another, can't get the materials to blend by priority

I have a post process volume nested inside another post process volume. They each use 1 post process material. Both post process materials share the same parent. I set the inner volume to priorty 2 and the outer volume to priory 1. Both have a blend weight of 1 and blend distance is 500.

The desired effect is for the two materials to swap out with each other smoothly but there is no visible change happening.

Am I misunderstanding the use of this feature?

it seems like the blend feature will “add” but not “replace”? despite the priority settings?

my workaround is to use a timeline to manually lerp the blend weight.
