Post Process smear/smudge effect

Hi,

Im looking to create some sort of smear/smudge effect that I can ideally apply onto a mesh and overlay let’s say on top of a character face or anything really to give the illusion of motion blur type effect. For reference its this kind of style.

Any idea where to start or if there is anything already available?

The engine already has motion blur. It’s fairly subtle by default, but you can increase it with a post process volume.
