Post Process Material with Mobile HDR OFF

It is necessary to post-process the darkening material with veneering from the edges to the center (0…1), with mobile hdr turned off, without using UMG, slate and dynamic light.
The dimming strength is determined via the material parameter collection.
To check, you can use the Android preview.

I know that post process not working with mobile HDR OFF. But I can use Post process material in mesh, and how I can will create translucent post process material?
I use UE 4.26.2 and 4.27.2
