Post process fog disappears when too close to landscape/foliage underwater?

Rather than using the built in volumetric for the ocean because it was rather buggy, I made a separate object to guarantee the whole underwater is foggy. Attached pictures where you can see the post processing and then another picture close to the landscape layer where it seems to remove the fog.
Then the same but in-game to show perspective, and the last picture to show my post process extends are deeper and larger than the map bounds.
