Possible Shader issue

Okay, i got another weird one.
Laptop the Cyborg A15 machine, with a RTX 2050 (4gig vram, shared vram 11gig but unreal doesnt seem to want to know about that)

PC: 1080ti 11G VRAM,

Most of the textures are streaming and virtual (but not all, some things just cant be streamed)

BUT either im getting mixed up with the hardware luman raytracing , OR im not fully understanding the translucent textures so much.

I have a set of cobwebs, firstly im seeing a slight white background (which ive managed to reduce) but it looks how i want it on my 1080ti, this doesnt have hardware raytracing (im not even sure if talking about raytracing is a thing rightnow, forgive me)

but on my laptop (and indeed my friends PC with a AMD 7600) it does the same, BRIGHT white and low res (i’ve not fixed the streaming here yet)

Is there something im missing?
