Summary
The Port-A-Fort small icon has had sRGB off for well over half a decade now, causing it to look extremely bright and whited out. This issue was actually fixed in OG but not globally.
The solution to this is to open T-Icon-BR-SM-Tower-Grenade and enable sRGB.

Steps to Reproduce
- Grab a Port-A-Fort
- Compare the icon in the quickbar to the icon in the inventory
Expected Result
- Both icons appear visually the same, with the quickbar one simply being lower resolution.
Observed Result
- The icon on the quickbar is extremely bright and whited out compared to the one in the inventory.
