PointLight with source length is baking in rotated axis

Hi all,

Was working on an archviz scene with lots of recessed linear lights and I noticed all of my light builds were coming out extremely random, I made a test map in my project as a test. It seems like for some reason the point lights with a source length are baking rotated. At first I thought maybe it was a faulty light map but its happening on editor cubes and planes. This is a 4.19.2 project. This has never happened before, any ideas for a fix?
