I have a project owned by “Just Me”. In public releases i see the list of my releases and in private version tab i see all my created private versions. I DO NOT SEE “Playtest” tab.

create a project as just me… publish public releases and upload private versions.. Playtest tab is not available.

To have Playtest tab independently of Just me or Team projects
Unfortunately this is not a bug, seems like an intentional feature, Playtesters & Playtest Invites are managed in the “Manage Team” section. Something that the “No Team” lacks
I’d recommend creating a team for your personal projects, that’s what I and many other developers have done, you can just have a team with only you in it, no need to have additional collaborators if you don’t want to.
Once you created a team and move your project in it you should be able to access the “Manage Team” button and inside there you can invite people to your playtest group.
