I am using Fortnite UEFN Creative and I want to create an underground subway, but when I launch the game, my players cannot shoot when they are below the ground. What should I do? For details, the subway is located under a landscape, and as soon as my players move away from the entrance and are completely underground, they can no longer use their weapons!

Do you have any mutators that disable shooting ?
literally just figured this one out for myself, its not clear online from what I can see but your underground volume has to encompass the entire area where your players will be underground, not just the entrance which the tutorial videos make it seem like, this fixed the issue for me!
