IDK if I’m posting in the right place but I would like to recreate effect like in the picture down below. In open environment to have pitch black under hood and maybe just to show burning eyes or something like that. Do I need to use post process volume or… ? Any help or recommendation is welcomed

I think the biggest thing going on here is in the lighting settings. Here’s a pretty in-depth tutorial if you want to get started:
As for the eyes, I’d definitely recommend looking at the Cascades particle system, it can make some really cool effects.

Thanx @ZenLeviathan It gives me some ideas how to get that result, I should say I want that effect not for static picture but Character to have all the time in Game or in Animated Sequence, but I appreciate your help.

Maybe try checking out the Ambient Occlusion? That gives the feel of something radiating color a bit -
