[PICO][OpenXR][PR] When to support XR_KHR_composition_layer_cube compositor layer?

I hava implemented a version to support cubemap layer:https://github.com/EpicGames/UnrealEngine/pull/13302

And I also saw Meta‘s R&D opened another pull request to achieve the support of XR_KHR_composition_layer_cube layer, so the question is when to support this type of StereoLayer?
