Particles mask on Skeletal Mesh: Local Position?

Hello. I am new with unreal and I have a specific need. I have a skeletal mesh that needs to have flames on it, however it needs to be focused to specific areas. Hands up the arms and to the head, starting from one side and flowing to another. I have work on it with an Initialize mesh reproduction sprite, but also made attempts on skeletal mesh location.
I have tried with sampling, and bone based filters, I have made sure to make it a CPU sim not a GPU sim. I even made an attempt to use a scratch pad module to select specific verts but that just went poorly. I likely have something glaringly missing or wrong. Would you have an answer?
