Seems like this is not something that is intended to happen, as my deliver rate is capped at 100%. Youd think if it was intentional then the data there would be allowed to go past 100% instead of simply being normalized there as the max. Clearly something went wrong.
My issue seems different, as I was charged and put in for a whole additional day of campaigning, while the post you reference seems to be more of an over allocation of impressions within the proper campaign window.
