Openlevel doesn't work in package

I have let my project 4.11 to 4.16,and openlevel doesn’t work in package，but have work in edit。otherway，i create new empty c++ project with 4.16,OpenLevel also doesn’t work in package.

Can you try this. Go to Project Settings > Packaging > List of maps to include in a packaged build > Add and added all maps.
