On a listen server, when I load a new map, clients dont sync

Clients load to the map, but do not replicate new pawns, nor does it take input. Only the server has these. The client’s player controller is not on the map, only the server’s. This issue does not exist in dedicated servers.

I use the ServerTravel console command to load the new map and do it in the “ServerTravel (map)” format. is there anything I’m doing wrong or should I use another command?
