Older Generated Projects have missing HLOD world settings.

Summary

On newer fortnite projects, the Runtime Hash Class has a different default with no option to change, this then leads to much more Runtime Settings. What seems to then be much more advanced and customisable World Partioning system.

There seems to be no way to change class and get these settings in a older project.
