Make an offer with IAP in an island that already had localization enabled and a previous build published.

Expected Result

See all offers in the shop.

Observed Result

We see inconsistenty in the offers being displayed. Sometimes it shows 1 sometimes it show all sometimes it shows none at all. While making new builds.

FORT-1039022 is ‘Closed’ as ‘Fixed’. The issue will be addressed in 39.20.
