NPCs don't move on user placed tiles that are elevated

Summary

NPCs don’t move on elevated surfaces placed by the player. My map is on the XL Grid Island in FNC. Since the new season dropped NPCs have not been working in my playable area of the map, which is elevated above the ground grid. They don’t move and the debug navigation thing doesn’t show anything on those tiles. They work if I move them to the ground, but for the size of the map that would be a stupid amount of effort for this.

Steps to Reproduce

Grab a floor tile from a gallery. Resize it or place multiple tiles to form a decently sized platform elevated above the ground (I’m currently 3 tiles up). Place an NPC spawner of sorts on the platform (I’m currently using a Fiend spawner and Wildlife spawner set to wolves). Go into Island Settings and enable Navigation in the Debug menu. OPTIONAL: Start the game and observe the results.

Expected Result

NPCs shouldn’t be able to move on the elevated user place platforms and navigation shouldn’t show on the platforms.

Observed Result

NPCs don’t move on the user-placed platforms and the Debug Navigation thing doesn’t appear on the elevated platform, only on the flat ground below. Navigation does appear when the tiles are placed on the ground.

PC, assuming anything with FNC also has this issue.

A temporary fix for this seems to have been found. If you place a flat terrain piece right under the floor tile piece it seems to allow navigation. Example in screenshot
