NPCs considered out of volumes when out of any replication range

Steps to Reproduce

  • Place an NPC in a volume
  • Start game alone
  • Get out of replication range (die or run 150m away)

Expected Result

NPC is still alive inside the volume so it should still be detected by the volume

Observed Result

NPC will still be here but the AgentExitsEvent will fire and volume_device.IsInVolume[NPCAgent] will fail until any player comes back into replication range
