Summary
when in screen size or custom screen in window mode (or maybe small enough window). can make the UI flicker when hovering over any of the choices in those mentioned above. It does not flicker when fullscreen or enough space in UI bar.

Steps to Reproduce
Small enough window, go into screen menus, flicker
Expected Result
Having some lock/timeout for dynamic elements when accessing the bar of options, to keep the UI bar stable.
Observed Result
It can flicker violently, hard to select in some situations.
